"You need 'Full' access under Billable Time and Costs to perform this action.
Ask your QuickBooks Administrator to grant you this permission."
But...I'm not trying to perform ANY action when the warning appears, or I might be clicking on something that I use all the time, like a customer name. Or maybe I just printed an invoice, and 5 seconds later I get the warning message. There's nothing I'm trying to do that would need admin permission. Maybe there's something running in the background that my login isn't permitted to do...? I've gotten into the habit of just clicking 'OK' like a hundred times per week, but I'm wondering if there's any way I can just...make it stop! Any ideas?

To begin you have to make sure that you have backup company files to save everything currently. This includes your accounting data, templates, letters, logos, images, and related files (QuickBooks Statement Writer, Cash Flow Projector, Business Planner, and Loan Manager). However, it doesn't back up your payroll forms. Furthermore, make sure to update your QuickBooks Desktop to the latest release to keep QuickBooks up to date so you have the latest features and product improvements.

Thank you for your answer. Your answer seems to focus on how the admin can adjust user permissions. I believe the admin has already given me all the permissions they want me to have. It's like the program thinks I'm trying to do something even though I'm not. Like just now, I looked at an estimate, clicked 'OK' to close the warning message, then seconds later it came up again, without me clicking anything.

The message referenced in your original post is displayed when a user tries to perform an action under Billable Time and Costs & doesn't have sufficient user permissions to be able to do so.
If you're unsure whether your QuickBooks Administrator has given you proper access to be able to perform actions under Billable Time and Costs, I'd recommend checking with them to confirm what your user profile has permissions for. They can add permissions to a user's profile by following the steps in ShaniamarieC's post.
In the event you already have permissions to perform actions under Billable Time and Costs, but continue encountering a message advising you don't have this permission, you can run your Verify Data utility. It identifies known issues within company files and informs users if their Rebuild Data option needs to be utilized afterwards.
Here's how it's used:
If its results show a "Your data has lost integrity," message, this indicates there's damage in your file. You can use the Rebuild Data utility to fix it. For specific errors, there may already be a resource for them on our support site.
In the event it displays a "QuickBooks detected no problems with your data," notification, or you've searched our help articles and didn't find any existing resources about the specific error it displayed, you can move on to troubleshooting with our QuickBooks Tool Hub.
