I can email reports from 2 of the businesses BUT not the 3rd.
I get an error message that states; "Quickbooks was unable to send your form for the following reason: We've encountered an internal error. Try again."
I am to email paystubs from this company just not reports. What gives?

Since you're able to use the email feature in 2 out of the 3 company files, I recommend checking your files for errors by running a Rebuild and Verify. It's super easy and only takes a few moments. Check it out:

My accountant is having the same issue. We have 3 companies as well, but we only process payroll in one of them. He has always been able to email paystubs, but starting on June 19, he started getting an internal error when sending, and they don't go through. I can log in and send them, but he no longer can. Last week, he was asked for his login credentials to process them, then again got an internal error. Is there possibly a setting or something that might have been changed? It is just weird that I can send them as a user (not logged in as an admin), but he can't.

Let's get past this email issue encountered by your accountant.
We can edit the email preferences and ensure that Outlook is selected. Before doing so, I'd recommend updating the software to the latest release. Then, proceed to the basic troubleshooting steps below.
Here's how:
1. Open and sign in to Outlook.
2. Go to the Edit menu and then Preferences.
3. Select Send Forms from the menu, then go to the My Preferences tab.
4. Choose Outlook as your email option.
5. Hit OK.
Once done, send a test email from QuickBooks.
1. Go to the Edit menu, then locate Preferences.
2. Select Send Forms from the menu and find the My Preferences tab.
3. Choose QuickBooks E-mail or Web-mail, then hit OK.
4. Repeat the steps and locate the My Preferences tab, then select Outlook.
5. Select OK.
