What you did is correct. After clicking Delete, you should see a prompt message to confirm the action.
There are two possibilities that I can think of why nothing happens when deleting the template. It could be your pop-up blocker is turned on or this is a cache-related issue.

I tried everything you mentioned and it let me delete the 2nd one, but not the first one. The word "Delete" highlights in gray, but when I click it nothing happens.

If you're trying to delete a Standard template, we're unable to delete it. Since it's a built-in template that QuickBooks creates, they aren't in your file and it's stored in the QuickBooks application.
