Currently, the ability to allow customers to accept estimates online is unavailable. I've got an option you may consider doing to get an online customer approval system set up for your Estimates in QBO.
QuickBooks Online has a lot of supported third-party apps that offer platforms for customer approving estimates. I encourage you to visit the QuickBooks App Center and search for a keyword like Estimates to get started.

As of now, I'm unable to tell if and when a button to accept payment will be available.

Are you serious, there is no way to accept an estimate?
The feature is not yet available. You can utilize a free invoicing app to integrate with QBO as a workaround.

So I just got an estimate from a friend who is going to do some landscaping around my house. His estimate had an accept or decline option. I accepted. Then called him and he said as of about a month ago, he got an update and it automatically sends it, his customer have been using it and he loves it.
I have no available updates or option to do this. My estimates currently do not have this option. We both have qb online. But he may pay for the next level up from me. But it does not list it as an option to get if you pay more either.
anyone from Intuit have any information about this change in the last month or so?

At this time, the option to let customers accept estimates online is still unavailable. It could be that your friend uses a third-party app as suggested by my peer @ GlinetteC here in this thread.
You also want to visit our QuickBooks App Center to look for the best app that works for your business. You can search for a keyword like Estimates to get started.

I reached out to my friend, he said he is not using a 3rd party app. He goes into his QB App and creates a new estimate. Here is the one he just sent me for this purpose. See screen shots attached from customers perspective.

As mentioned in this thread, the Accept estimate online is not yet available in our system. Although there isn't an estimated time or date as to when it will be deployed, but I'd still suggest sending feedback to our Product Developers. Following recent updates, this functionality has been made available with the new estimate layout. If you're using the new experience, we can:
Afterward, the link will be sent to your customer's email on file. However, if you're on the old layout, we can Update layout instead. I'll add an image for visual reference. Then, we can proceed with using the feature.

Is there a way to have the "link" included in the save and send feature? It seems as though I need to copy and paste the link into the save and send. Seems redundant.

You can use your Share link option to copy a link that enables the customer to download, print, or approve their estimate.
Here's how it works:
After copying the web address, you'll be able to include it on your estimate. For example, pasting it in the Note to customer text box will enable your customer to see the link on their estimate. You can also directly provide it to them outside of QuickBooks if you'd prefer to.
If you'd like to submit any feedback or feature requests about your Share link option, you can do so while signed in.
