I have tried these steps before, and just now again, and the message I get says "Every time you save an invoice, your customer will see it updated on the online invoice page.". Does that mean that the customer will get an email telling them to view a change on their online invoice page? And I thought that groups and tags were internal, so why would it show up to the customer?

Your customer will not see any alerts when you make changes to the sent invoices. However, in your case, it looks like you've enabled online invoicing. The feature lets your customer see the changes once they review the invoice again. It's regardless of the email address change or removal.
You may want to check your settings. Here's how:
If it's set to Online invoice, you may want to change it to HTML or Plain text. From there, you can edit the invoice and add a tag.

I must be missing something here. I do not see anywhere to add tags to invoices at all?
can the settings be changed to html and then changed back after the changes have been made.
if so, what would the customer see?
trying to avoid notifications on closed invoices.

When changing the settings and how the invoice is displayed, your customer will see those changes once they open the invoice again.
However, the customer won't get a notification or another email unless you send the invoice again.
