The message "We need more info to pay and file your taxes" might mean the Power of Attorney Authorization (POA) form isn't uploaded into BEACON. With that, we can ensure that we have completed this process.
Also, assigning QuickBooks as a third-party agent will require approval from the agency staff of Maryland. Once approved, the POA status will change to Active, and QuickBooks Payroll can act on your behalf.

Thanks Erika! I did upload the POA form into Beacon and the status already says Active. Is there a lag until QB gets this info?

I'm having the exact same issue with MD Unemployment Insurance filings/payments. Provided MD the POA and Beacon is showing POA active for PayCycle. QBO is showing 'action required' and 'file manually.' I spoke to MD Dept of Unemployment Insurance and was told they do not contact QBO. I was told to tell QBO the status is active and good to go. I have spent HOURS on the phone with QBO payroll support, uploaded screenshots, and right now I'm on hold for 55 minutes while the rep 'waiting to talk to a peer.' I don't get why this is so difficult.

Unfortunately, I've had the same experience as @Laura in RVA. I added Intuit as a third party agent in December and Beacon has been showing the POA status as active since then. QBO support has told me this means I'm all set — but my QBO account still shows "action required" and "file manually."
I did receive one piece of potentially helpful info from QBO support. After hours on hold, I was told that this is a new requirement from Maryland, so QBO doesn't have experience with the process and there may be delays as they sort it out. Two months seems like a long time, but at least it's a potential explanation. @KayePe have you heard anything about this specifically?
Also, just yesterday I received the following email from QBO: "We contacted the MD Division of Unemployment Insurance to verify your state tax rate. The State Unemployment Insurance (SUI) rate that they provided for the 2024 tax year is XXX. We'll use this rate to calculate your tax." So hopefully this is a sign of progress.

Hello - exact same issue here. POA is submitted, BEACON account shows agent is Active, yet QB support reports that they have not received the communication from Maryland. It has been a month since the BEACON account shows Active. Any progress on this issue?
