Let's try another option on how to enter your receipts in QuickBooks Self-Employed (QBSE).
You can use the receipt forwarding feature to upload those files. To do so, make sure your email address is the one associated with your QBSE account.
To forward your receipts, download the app on your phone. Make sure to use the same login credentials when you sign-in via a web browser.
After that, you setup access points so you can send receipts via the app. Check out the Forward receipts to QuickBooks Self-Employed for more details about the feature and how it works.
You can also attach a receipt to a transaction or create a new entry out it.

I'm having the same issue. Have tried clearing my cache and cookies and that did nothing to help resolve the problem. Trying your suggested method of adding through the app doesn't help either as I have all of my receipts saved as PDF's on my computer. The amount of time that would be wasted sending all of those receipts to myself to be able to upload them from the app is ridiculous.
