I have a client who entered into several agreements with me to pay some items off over 12 months. i scheduled 12 invoices for 1 twelfth of the total price. like 3 months have passed and 2 months have passed on some of them. I want to generate the remaining invoices that are supposed to be generated in the future.

As my colleague @Kristine Mae mentioned above, recurring templates generate the transaction in an interval that you set. What you can do is to manually create the transactions that are supposed to be generated in the future. Edit their due dates as necessary too.
Since these invoices have the same amounts, you can copy the invoice you created by hand. Create as many copies as needed, then edit their due dates.

Why not add an option to generate the invoices in advance until completion with the appropriate due dates?

The purpose of recurring transactions is to automate the process if you need to create them regularly. As mentioned in this thread, the recurring transactions are based on the schedule you set up.
What I can suggest for you to pre-generate the invoices is to change the number of days in the days in advance field. This way, QuickBooks Online will process the invoices in advance even though they are dated in the future.
Another way is to manually create the invoices. With this, you can change the due date on any date you want.
