There are times that unusual behaviors occur in QBO because of the stored cache and cookies. Let's start by accessing your account in a private window to point out if this is a browser-related issue. This mode doesn't save your browsing history, cookies and site data.
You use these following shortcut keys:
After logging in, go to the Customers tab and check the Notes text box. If it's working fine, we need to go back to your regular browser and clear the cache to delete site data and junk files.
If the same thing happens, we can use other supported browsers. It could be that the browser you're currently using has temporary problems with QuickBooks.

I tried that and it didn't work. I am using Chrome. Tried Firefox, same problem. I usually use the desktop version and it is not working there either.

The Notes field on the Customer Information (details) page looks okay though.
There are two resized boxes that are closed to your description, almost one 1 line is only visible in them. Are you referring to the Message on invoice and Message on statement boxes? If so, I can submit feedback to our engineers about this. I also find them easier to use if I see more than one line of texts.
If you mean a different thing, feel free to add a screenshot on your next reply. We'll check that page for you.

I pulled up my test accounts to verify if we both have the same interface, and it appears that this is now the default display.
Let me send your feedback to our engineers, so they can review the changes. It’s one way of letting them know how important and beneficial the former view of the Notes in the Customer Details tab.
In the meantime, you can click the arrow down or open the Customer information window, then tap Notes to view the details.
