We only have 2 positions needing to work in QB so we got the Online Essentials version. Now I cannot find a way to compare our spending and income against our budget/aka projected spending. What am I missing?

Which Windows OS do you run? You can use the trial version of a newer version to upgrade and access your historical data for good if required.

The Budgeting feature in QuickBooks Online is only available in Plus and Advanced versions. It is unavailable in Essential.
You may want to consider upgrading to these versions to utilize this feature. To learn how, please follow the steps below.

Thank you for your response but unfortunately our PTO is limited on funds and we do not have the monetary resources to be able to upgrade any further. We can barely afford the $60 a month to get the Essentials as our money is supposed to be going to the advancement of the education of children and not $90 a month in order to simply see our Budget vs Actuals. Is there no other way to see the budget? Since we've had to move away from our Quickbooks 2013 Pro license that we were using just fine to a subscription model, we've been priced out of functionality that is necessary.
Is there an alternative? Can I download our old Quickbooks 2013 onto my new Windows 11 computer?

Due to the lack of compatibility with newer operating systems and hardware, downloading your old QuickBooks Desktop 2013 onto your new Windows 11 computer isn't possible. Attempting to run unsupported, outdated software could lead to potential issues like data corruption or integrity problems down the line.
