Entered time by going to TIME on sidebar enter information including details billable is selected. Save. But when attempt to create new invoice for client the billable time recorded Doesn’t show up?

In the meantime, I suggest resetting the application to re-establish its connection. The app store data can be the reason behind the hurdle you've experienced.

I will complete the suggested steps.
I think the issue is that the client subscribed to the new app Time, but we do not feel that he requires the app.
Just tracking time for himself and wants to be able to invoice clients.
Even though he canceled the subscription, I believe that it is still linked to his QBO.
I am not seeing the option Reset App Data

We don't want our customers to encounter this when they use our mobile app. Let me give screenshots of where to see Reset app data in the QuickBooks Online mobile app.

If you still didn't see it, I'd recommend uninstalling and reinstalling the app for a clean slate. You do not need to worry since it won't delete any of your app's transactions.

Before we proceed to the resolution, May I ask how they entered the billable time? You can also attach a screenshot. This way, I'll be able to see the situation and provide a suitable solution to your query.
I'd also like to confirm what subscription you're using. Is it QuickBooks Online (QBO)? Or QuickBooks Time? Any additional information is greatly appreciated.

QBO Plus
Was able to have TIME turned off by support. Just wanted to use the original time tracking that is a part of QBO Plus. Just tested out in the sample file and works great. Not sure what is going on with the clients' accounts.

It looks like QBO is still recognizing that there's a QuickBooks Time subscription that's linked to this account. Let's go to your company settings and select the Basic Time tracking option. This will let you track time entries without having a QuickBooks Time subscription.
Here's how:
Once done, go back to the + New button and select Weekly timesheet or Single time activity. Then, make sure to check the Billable box so it would show up when creating an invoice.
