I was able to create a duplicate using my test account and by following the steps that my colleague has shared above. In your case, we're going to do the browser troubleshooting steps to know if the missing Duplicate option is caused by random browser issues.
To begin, we can access QBO by signing in using a private or incognito browser. This mode operates without extensions and cached files, enabling the browser to retrieve fresh data directly from Intuit's server. Here are the shortcut keys to open a private or incognito browser.

If you can see the Duplicate option while browsing privately, switch back to regular browsing and clear the cache. If not, use a different browser so we know if this only happens to the one you use.
