To fix this, we can perform some basic troubleshooting steps to determine if this is a browser-related issue. Let's start by accessing your QBO account through an incognito mode. This does not store cache which has the potential to become corrupted and cause unexpected behavior. Below are the shortcut keys you can use:
When signed in, create a bill again and drag/drop the files in the Attachments field. From there, check if you can now use this function seamlessly. If this works, I recommend clearing the cache to eliminate piled-up data that might cause odd behaviors when running a web-based program. If not, I suggest using another support browser or device. Might be that the current one you're using has a temporary issue with the program.

Obviously, you either did not read or did not understand my question. I don't need help knowing how to drag/drop attachments. I know how to drag/drop attachments. I've doing doing that for a few years now. My complaint is that some recent change to the QB online web site server code has made it to where it is no longer possible to drag/drop ----MULTIPLE FILES IN ONE OPERATION--- into a bill.
Here's what I mean and how to re-create the problem for yourself.

I can definitely help you by adding more than one attachment to your bill transaction and share some insight into why you encountered this error.
Upon checking, I found out that adding attachments as a group is now working. However, it should be manually dragged from the downloads and should not be past 20MB.
And if it's still not working you can follow the steps given by my colleague @DivinaMercy_N to determine if it's a browser-related issue.

Doesn't work here , using the same computer, same browser, same software maintenance level, same everything as when it used to work. I don't know what changed, but it wasn't anything here.

Two weeks later, this is still broken.
We appreciate the update, @BearGFR. Dragging or dropping attachments in the bill form has been challenging on your end for weeks, and we hear you on this. However, we appreciate you for performing the steps my colleagues above provided to fix this issue. Let me direct you to the best help for this.
Since the issue persists after performing the steps to fix it, I recommend routing back to QuickBooks Online (QBO) support to review your account thoroughly. On top of that, if they see that you're not the only one experiencing this issue, they can create an investigation to dig deeper into the issue and find a fix.

Not only is it still not working, now they've screwed up drag/drop on invoices too. I'm still able to drag/drop multiple files as a single group into an invoice, but they've messed up the CSS style sheet on invoice attachments so that now, during the process, the background color in the attachment box no longer "changes" to let you know when you've positioned your mouse cursor is in the correct area to release the button to "drop" the files into the attachment box. Now you have to just keep guessing at it until you somehow find the correct spot to drop the files.
Not only is it still broken, but now the drag/drop operation into invoices (old style - the new style is an abomination) is messed up as well. Dragging/dropping a group of files still works, but now there is no longer any visual indication that lets you know when you've moved your mouse cursor into the correct location to release the button and perform the drop part of the process. So, you just have to keep trying it while varying the mouse cursor location a little bit each time until you somehow "get lucky" and find the right spot on the form to do the drop.

OMG...I am having the same issue when trying to drag an emailed invoice to QB. What a pain in the @$$ to have to save the image to my desktop the attach the invoice!!! WTH QuickBooks?
