At this time, QuickBooks Online will only allow you to set user permissions by either viewing all customers or no customers. There is no way only to view individual customers . You can review the article provide by Shalene above to reference the different user types in QuickBooks Online.
However, I can see how this could be beneficial for you and your business, if you'd like, I can submit product feedback to our development team, so this could be considered in a future update.

Are there any plans to make this a feature? I have a large number of clients who are oppose to using QB as they wish to give staff access to a select number of customers each and don't want all members of staff having access to every customer record.
I have seen a number of threads over the last couple of years about this and wondered if there were plans to bring this feature in. Apparently most of the other big software providers already have this feature available
The feature is introduced on QB Desktop 2021 Enterprise edition. I am not sure when it will be available on QBO Advanced. You may consider using an additional app for the time being to integrate with your QBO. It will hep you organizing users into territories, helps your sales team focus their time and effort on particular sets of customers.

I can certainly understand how an ability to set users up with limited access to your customer list could come in handy and have submitted a suggestion about it as of today.
You can also submit your own feature requests while signed in.
