How can I override Quickbook's exclusion of sending 1099s to vendors for payments made with a credit card?

I paid a vendor $10,000 and he wants a 1099, but I aid him with my credit card and Quickbooks say that the payment is excluded from 1099s. I want to override that and send him a 1099 anyways.

When preparing 1099 forms, IRS requires 1099 filers to exclude any payments you made to a 1099 vendor by credit card, debit card, or any third-party payment network such as PayPal from Form 1099-MISC. It's because these are considered as non-reportable payments.

 

Additionally, these are reported by the card issuers and the third-party payment networks on Form 1099-K.

How can I override Quickbook's exclusion of sending 1099s to vendors for payments made with a credit card?

The problem is I paid my vendors (affiliate sales commission) via PayPal... the friends/family option - so Paypal won't send them a 1099, but Quickbooks won't allow me to create one manually. How can I create a 1099 manually??
