I have quickbooks basic and don't have the "more" option when I'm in Products and Services.
When I'm in "products and services" in "Sales," "More" is not an option. I have the lowest, most basic version of Quickbooks, if that explains why that isn't there for me.

No matter what version of QuickBooks Online (QBO) you may have, the More drop-down button is always available.
When QuickBooks has unexpected behavior, it is recommended to use a private browser. This is to verify if this is caused by the system or your browser.

Once done, try to manage categories again. Check to see if it works. If they are, then your main browser may have too much historical data from previously visited websites which slows down internal processes and causes this kind of behavior.
To ensure this doesn't happen again, it's a good idea to clear the cache of the browser you're using. The following article contains the additional insight, as well as steps for the supported browsers: Delete or disable cache and temporary internet files in your web browser.

I too am looking to edit some of my categories and when I go to products and Services and hit the More box I just get the option to Run Report.
I tried also from a guest instance of edge and a guest instance of google chrome and get the same experience there too so we can rule out the cache and cookies.
Are there versions of QB that do not have access to the category list?
