Hi patrickwhalen11,
Let's get rid of that bank rule pop-up suggestion and improve your online banking experience.
Are you referring to the "create bank rules" suggestion that pops up when you're on the Banking page? If so, it's a default setting if you haven't created a bank rule yet. But can stop this from happening by creating dummy bank rule.
Let me show you how:
Below is a screenshot for your reference.
Feel free to read this article to learn more about bank rules: How to Set and Use Banking Rules for Downloaded Transactions.
However, if you're referring to something else, we'd truly appreciate it if you can add more details below.

I too would like to know how to stop these annoying rule suggestions from popping up. The answer to this post doesn't even address the issue.
Let me join the thread and share my thoughts about the pop up for bank rules.
These pop-ups act as a notification for our users, so they'll have a better experience while using our products. Other than manually closing these pop-ups or following what my colleague @JonpriL_L suggested, I don't have any other options available at this point.
No worries though. Our customer's suggestions are important to us, and what you mentioned above has been noted.
If you have any other questions or clarifications, feel free to leave them in the comments below. I'll get back to you as soon as I can.
In case you are wondering not having QB always come up with almost always useless rules would be a great improvement
This suggestion doesn't work. Your programmers really need a way we can turn off this annoying pop up box. Clicking "don't show this again" in the box does nothing either.
Whatever Intuit person said that the pop up suggested rules are improving the user should read the overwhelming evidence going back years ALL OVER THE INTERWEB. It's obvious Intuit does not care about improving the experience because they are denying any users dislike aspects of the software and insisting that people like this stupid "feature".
BTW, if you make a pop up that keeps popping up it's either malware or its a bug. learn how to listen to your customers. As soon as I can justify the cost of migration im moving away from intuit products primarily because Inuit is not in touch with it's customers. I.E. If I say "no that suggestion is dumb, I don't want to make a rule..." QB will ask me again and again as if I might change my mind about how completely stupid the suggestion is. Seriously, It's 2020... Step up your game.
QB seems to spend more time and money on silly things like - colors and Icons! We need real solutions to annoying features that keep us from moving forward. We waste more time trying find, fix or create workarounds for incomplete features. How about the Price rules... they still dont work with the time tracking.. WHY???
Are there any end users or bookkeepers on staff at QB? Or in the testing department?
Aaauuugghh
There ought to be a Preference for this that allows the user to Turn Off Rule Suggestions. How hard is that??

The bank feed doesn't have any codes or names in the check transactions, and even the EFT transactions are rarely brought in with names of vendors, so it is USELESS to suggest rules for those. And it's 2 mouse-moves and clicks that must happen every time we add the transaction. This is unacceptable.
Another QBO user here. And I agree. It would be really nice to have an option to turn off the rule suggestions. Especially since I have the version that doesn't automatically apply the rules anyway!
Hi. how about a checkbox in the pop up that says "turn off rule suggestions". this is wasting a ton of my time and I really want it to stop. it's making me crazy to dismiss this box 50 times a day. I'm using quickbooks SE online to edit transactions (since the app is so slow and constantly stalls once you have more than 2 years of transactions in it)
I see this thread has died. I guess nobody is listening. this has come up in many thread and is still being ignored. it's so simple! and soooooo annoying. basic UI issue.
I also want to get a real answer from Intuit! This is a massive waste of time, and would be very easy to fix. This is a major issue, since it provides extra work in BOTH Online AND Desktop! I've had to structure my keystrokes around this problem, and Intuit seemingly does not care at all for its users.
Intuit - you MUST develop a way to turn off the "create a rule" suggestion pop up box. It is driving me to seek a different accounting software. This is CRAZY!
Hi Donnerblitzen!
I understand that you need an option to turn off the bank rule pop-up. I also want to stop some features if I don't need them. Let me assist you with this bank rule concern.
The bank rule helps us to easily review and automate the categorization of the downloaded transactions. Although there's no option yet to turn it off, I suggest you send feedback to our engineers and let them know that you need to stop the pop-up. Go to the Gear icon and select Feedback.
I've included this link if you need detailed steps in reconciling your accounts: Reconcile an account in QuickBooks Online.
I'm up and open to other questions about recording transactions. If you need a hand in managing other lists or your data, let me know and I'll lay down some guides or details for you.
We absolutely need to be able to turn off "Rule Suggestions", makes my job of importing transactions last so much longer. Very annoying
I didn't find a way to stop the suggested rule, but I was able to delete them once QBO creates it.
Go to - Banking - Rules - then Sort 'By Rule Name'.
The suggested rules should group together and delete which ones you don't need.
