A contractor is in business and as a result he should be billing you for his time, then you pay the bill. You need that paper trail in the event of an audit, with out it there is a possibility the expense will be disallowed or the contractor will be considered an employee- neither is a good thing.

I appreciate you for reaching out to us here in the Community. Allow me to step in and help you fix the problem when entering time for your contractors.
There are specific details you need to include on your contractors' profiles to pull them up. It may be the reason why they aren't syncing to the Time tab.
I recommend adding the complete name and email in QuickBooks Online Payroll. This information is required to add time entries for your contractors.
Here's how:
After following the steps above, your contractors should now reflect in the Time tab (see screenshot below).
You can click Time Entries on the left navigation bar and press the Add time option to record.
