When you're able to e-file last year's VA-16 form, it should be archived and accessible through the Payroll Tax Center page. Let's visit the Quarterly Forms Archived Forms to check. Here's how:

They switched me from the old intuit to this new version. I can get the 2 VA-16 since the switch I need access to all of my older tax filings. I can't seem to figure out how to get stuff prior to two months ago???

As mentioned by my peer, the tax form should be archived in QBO. I recommend you follow the solution shared above to check your VA-16 returns.
If you’re unable to find them on the Archived Forms page, log in to your previous payroll service. From there, get a copy of the past forms. This article contains detailed instructions on how to access payroll tax forms for each online payroll service: Archive old forms.
