The process to transfer Master Administrator rights depends on which version of QuickBooks Online you're using. Only QuickBooks Online Plus or Essentials users can transfer the Master Administrator role themselves.
You must be signed in as a Master Administrator or a Company Administrator.
Select the Gear icon on the Toolbar.
Under Your Company, select Manage Users.

If I transfer billing to client, will their (currently wholesale) price change?

Yes, your client will be charged at a standard rate. Once a company is removed in the Wholesale Billing (WSB) subscription. It will no longer be legible for the wholesale discount and all other promotions.

I have successfully transferred the billing to the client and now I find that I need to access the books to run some reports for the period prior to the transfer. How am I able to do that? TIA

I can furnish you with the details on how to access your client's books after transferring their billing account.
You can have them invite you as an Accountant user in their QBO account. Have them perform these steps:

What if the client is not active anymore and does not want to accept the charges?
My client is not accessible and seems like he is not responding to emails or phone calls. He has not even paid me for the work I have completed for him.
What is the process in such case?
You may transfer the Master Admin role to his email address.
I am both the Master Admin AND the Accountant for a client, but when I select "Allow billing transfer to my Accountant", it tells me to contact myself. What do I do? I have access to the client's QBO as well as access to it through our firm's QBOA, we just want to take over billing (I have put down my personal card temporarily) but are unable to.

Normally, you should be able to transfer the billing since you're added as the accountant and master admin of that account. To isolate the issue, you'll want to make sure that you're accessing the client's QBO account outside your QBOA firm. Then, try selecting the Allow billing transfer to your accountant link from the Billing & Subscription tab again.
Additionally, if your client has the following add-on services attached to their subscription, we're unable to add them to your wholesale billing plan:
If the same thing happens, there may be an issue with the browser you're currently working on. Please try signing in to your client's account in a private/incognito window, then transfer the billing again. Feel free to press the following shortcut keys to access this window:
If you're able to transfer it successfully, you'll have to go back to your regular browser and then clear its cache and cookies to start over fresh. Alternatively, you can switch to other supported browsers.
However, if none of the procedures above works for you, I recommend contacting our technical supports. This way, we pull up your account in a safe environment and investigate the issue. Here's how:

1. make sure that you are log in to your own account as an accountant
2. click on the gear Icon
3. Under YOUR COMPANY click on SUBSCRIPTIONS AND BILLING
4. look for the company/firm that you want to be removed from your wholesale billing , click on the dropdown right across that shows the word ACTION click on the dropdown
5. click on Transfer Billing to Client.
Once the billing is transferred to the client, is there a time limit for them to enter their payment information? What happens if they don't do it for a few days or even weeks?

There will be no time limit once your client receives the bill. However, once the subscription is canceled, they will have 1 year to view the data on the account. Your client will be the one who can reactivate it using their credit card.
You may also check for the accountant billing and client management changes.
