It's my pleasure to give insights about your paycheck in your Quickbooks Online Payroll.
The reason why you're unable to enter paychecks in your payroll account because the pay period is too late. What you can do is to create a prior payroll. This is to ensure accurate year-to-date(YTD) totals on your pay stubs going forward and correct the W-2 information of your employee.
I suggest to contact our payroll support for them to enter for you as they have the tool proceed with the prior payroll in the protected surroundings.

The limitation may be on importing transactions from your bank. There is nothing or should be nothing to prevent you from manually entering a check with a date of 1/1/2019 or even 1/1/1999 unless your books are closed as of 5/31/2019. Closing the books will prevent you from entering or editing data prior to the close date
