In the QBO Advanced plan, you can create a budget and import the simple budget but without by class, customer, or location. At least, that's how I see it.

Assuming you've Advanced plan, I don't think you can import the budget format as you want at this time. Send them feedback.

The option is available depending on which version of QuickBooks Online you're using. There's a process for creating and importing budgets in both the Advanced and Plus versions. If you're using Advanced, you can start from an Excel or Google Sheet template. Intervals for your budget can be monthly, quarterly, or yearly. Whichever works best for your business. You can also split the budget by class, customer, or location.

We have QBO Plus and I don't see the option at the top to Import a Budget. I only see Add Budget. Is the Import option only available on QBO Advanced?

Yes, the Import budget option is only available in QuickBooks Online Advanced. It will only appear once you have a budget that was created manually. You can also use this link for more information about the budget feature: Create and import budgets into QuickBooks Online.
If necessary, you can upgrade your subscription to Advanced: Upgrade your QuickBooks Online subscription.

You didn't answer the question. We're specifically asking if Quickbooks Advanced users are able to import budgets that breakdown expenses by Account AND Class. It's pretty clear that Quickbooks Online Advanced doesn't allow that. Would be helpful if you can say this.
This is a basic functionality issue, without which the Import Budgets feature is essentially useless. #QBOnlineFail
ZackE. You are completely incorrect. Per other admins and trial and errors, you can import a simple budget OR create a subdivided budget. You cannot import a sub-divided budget. Earlier this month we upgraded our version of QBO to Advanced based on uninformed posts like this with the hopes of importing a budget sub-divided by class instead of typing it in manually. After trying to do it in the Advanced version, it is clear that you CANNOT import subdivided budgets as we were mislead to believe.
We are going to downgrade our version and demand a refund.
I was able to import budget into QBO advance. How do I assign it to a project ?

Let me provide some information about creating project budgets in your account, @vgkish.
The QuickBooks Online (QBO) Budgeting feature uses expenses and incomes. This means you can create a project budget by choosing the Subdivide by Customer option. Then select the customer and project your budget is for when creating a budget. To roll up into an annual organization budget, you can choose a Yearly basis.
Let me show you how:
1. Go to the Gear icon on the top menu.
2. Under Tools, choose Budgeting.
3. Tap the Add budget button.
4. Enter a budget name in the Name field.
5. Select the fiscal year for the budget from the Fiscal Year drop-down.
6. Tick the Interval drop-down menu and choose Yearly. You can also select a Monthly or Quarterly basis.
7. From the Subdivide by drop-down, select Customer then choose the project.
8. Press Next.
9. Enter the amount per account and hit Save and close.
