The feature is not available on QBO US version. You can prepare JE data with the following template

Yes, another weakness of QBO! An accounting application that does not allow for importing any kind of journal entry but restricts to only three types of transactions! You cannot import a csv as a journal entry, as you've discovered. I use Saasant (3rd party) and have been satisfied with it. In the US the cost is $10/mo.
In the meantime until QuickBooks Online adds the import journal entries you could look at Axis Online that you can use to import journal entries in batch from Text, Excel or even IIF files.
It has a Free level so you can test out with your own data.
