Being in the Classic view of your Sales by Location Detail Report can be the cause of why you don't have the filter option. Let's switch to the Modern view so you'll have the filter button. Refer to the screenshots below for easy navigation.
Once done, you can now have the filter option. Here are the steps to proceed:
