If you receive a payment that exceeds the amount of all open invoice balances, the Unapplied Amount will show at the bottom. Therefore, you can record an unapplied payment, which will count as a credit towards future invoices for their customer.

So the issue of receive payment only showed up in the new iPad version. It works on previous versions of iPad, iPhone. Also, it works correctly in the QB App for my MacBook and also works correctly via a browser.
I performed all what you asked and the issue is still there.
I am purposely not updating my other iPads so I have this function. We have many clients who pre-pay for services that are performed in the future. and we need to be able to receive payment without being associated with an invoice.

For now, you can use your other devices and the browser to receive payments. I also recommend reaching out to our QuickBooks Support. This is to inform them about the error with the latest version of the QuickBooks Online app. They can open an investigation to check the error and find a resolution on the next update.
