Starting balance, ending balance, transactions and payments are all correct as well as the number deposit and payments - but the cleared balance is showing as negative. If it were positive, the difference would be zero. How is this possible?

If your bank statement shows a beginning balance of $16,661.16, $22,624.01 in payments/withdrawals, and $5,520.17 in deposits, then it too must show an ending balance of -$442.68. It's just simple arithmetic:
$16,661.16
-$22,624.01
+$5,520.17
= -$442.68

To clarify, have you checked for any duplicate transactions that could be throwing off the balance? If not, here's how you can:
Important: Only delete transactions if you're absolutely certain they're a duplicate or error. If you aren't totally sure, please talk to your bookkeeper. If you don't have an accounting professional, don't sweat it. You can find one here in our Resource Center.
If duplicates aren't your issue, I highly recommend checking our help guide: Fix issues at the end of a reconciliation in QuickBooks Online to see if you may have an underlying problem in another way.

I have just fixed duplicates and gone through the suggestions to fix issues at the end of reconciliation. Neither has changed the negative cleared balance. What else can I do?
You are correct! Yet my bank statement says the ending balance is positive. I will double check with my bank, maybe they are in error on my statement.
