To answer your question, yes, you'll need to remove the accountant's copy restrictions to recreate a new file.
However, before doing so, I'd suggest creating a backup copy of your data to save everything in your company file. Here's how:
Once done, you can now remove the restrictions by following the steps below:

When sending an Accountant's Copy to your accountant, make sure the Accountant's Copy and QuickBooks Desktop versions are compatible. Both should use the same version or year gap.
Once you're done reviewing the above-mentioned, make sure to secure a backup of your company file for future purposes. Then, remove the accountant's copy restrictions to recreate a new file.
Once done, you can send another Accountant's Copy. Follow the steps below send Accountant's Copy:

Thank you for the reply. Those are not the options I see.
When I go to File/Send Company File/Accountant's Copy I have these options:
Send File... (greyed out)
Send to Accountant... (greyed out)
Import Accountant's Changes from Web...
Import Accountant's Changes from File...
Remove Restrictions...
Do I need to "Remove Restrictions"?
Again, I am running QB Desktop Pro 2019 (Prod num 589-041 R14_70).
