I see this is your first question so let me take the time to welcome you here to the Community. I'm here to share some information about the default Save option in QuickBooks Online (QBO).
We haven't received any reports similar to this. Just to clarify, may I know what QBO version you're currently using? In the meantime, you can manually change the Save option when creating a transaction. Here's how:
1. Go to the Plus icon and select a transaction type (i.e invoice, estimate, etc).
2. Enter the necessary information.
3. Click the drop-down menu next to the Save and send button, then select Save and close.
The next time you create the transaction, the Save and close will be the default option.

QuickBooks Online's changes paves the way for us to implement improvements that we gathered within the feedback entered by our customers. I know that any change can be surprising, but we’ve done our best to make the new experience as intuitive and seamless as possible.

I have the same question, essentially. How do I make changes to an existing Invoice that has been previously emailed to a customer, without re-sending it to the customer again? 'Save and close' doesn't seem to be working, it always alerts me with the 'Warning Box' that says Every time you save an Invoice, your Customer will see it on the online invoice page. I think it's only supposed to show the customer changes if I choose 'Save & Send'. Help!! Thank you, Kathy

Allow me to step in and help provide some additional information about updating the invoice in QuickBooks Online.
I've replicated this on my QuickBooks sample file, and I was able to update the invoice that I've sent to a customer when clicking the Save & Close button. Also, the notification you receive once you've made an update on the invoice means, your customer will see the changes made on the invoice you've sent.
To determine if this issue is caused by a browser, let's perform the basic troubleshooting steps which is to open your browser in incognito/private mode. This mode doesn't use the existing cache data files to load a webpage.
Here are the keyboard shortcuts to open a private browser:
If it works fine with a private browser, I suggest clearing your browser's cache to start fresh.
If the same thing happens, I recommend to contact our QuickBooks Online Support Team. They have additional tools to pull up your account and investigate this further.

I can help you locate the + New button in QuickBooks Online.
Have you tried doing the browser-troubleshooting steps shared by JanyRoseB? If not yet, you can do so, and let's see how it works.
We also have updated the location where you can see the + New button that allows you to create transactions. It's now in the left panel together with the other menu such as Dashboard, Sales, Reports, and alike. It's possible that you hid the left menu that's why you're unable to see the option. Just click the three horizontal lines at the upper-left beside your company name. You can use the screenshot as a reference.
