I cannot find an easy way to track a sales promotion so that the sales themselves can be filtered on reports.

Defined fields should actually be a good option for you.
You can do it either on the customer level if the whole sale is considered a promotional sale.
Or do it on the item level if a single invoice may have both types of sales.
Then add the filed to the invoice template and you can filter reports by this filed.

In QBDT, you can use the Class feature to track transactions you want to keep a close eye on, such as sales promotions.
If you haven't yet, let's enable class tracking in your account. Here's how:
Then, create a Class for your sales promotion transactions. Please refer to the steps below.

Since class tracking can be utilized in various transactions, it makes it more effortless for you to generate reports to compare the balances across multiple departments, locations, or classes. To do so, see this reference for the step-by-step guide: Filter, sort or total reports by Class.
Moreover, you'll be interested in creating a sales order in QBDT to record a sale you plan to fulfill in the future. Doing so helps you monitor the items you pledged to customers.

We already use the class feature for market segmentation, which is different from our sales promos, so I need to figure out a different solution--

To generate a sales report in QuickBooks Desktop, you can navigate to the Reports menu, select the Sales section, and choose Sales by Item Summary. Then, we can customize the report under the Filters drop-down menu on Account and choose Sales Promotion.

This won't work for us either, as we need to be able to pull this report by promotion. However, Define Fields doesn't seem to work, as when we define and attach the promo to a customer, the report will not filter to this information--

I can certainly understand how an agility to pull reports by sales promotions could be useful and have submitted a suggestion about it as of today.
