I understand the importance of adding Chart of Accounts under the Payee drop-down on the check and expense. However, this is currently unavailable in QuickBooks Online (QBO). You can choose Vendor, Customer, and Employee from that drop-down (see the screenshot below). I assure you that I have two alternative ways to locate this menu.

First, let's make sure to switch from Business to the Accountant view in the settings. It gives you complete control over things like your chart of accounts in the program. Then, go to Accounting from the left menu and select Chart of Accounts. View the screenshot below for your visual reference.

Second, let's go to the Settings (gear) icon at the upper right. Then, choose Chart of accounts under Your Company. The screenshot below serves as your visual guide.
