I recently migrated from QB Desktop to QB Online. The data migration appeared to go smoothly, but I see a message that says "You’re using 0 of 250 accounts included in your plan". The weird thing is that I see everything from the Chart of Accounts from the Desktop version. And when I run reports, I see all of the correct entries for each account. So the accounts are there, but QB Online isn't counting them as being used for some reason. Can anyone help? Thank you.

I tried the F5 key, opening QB in an incognito window, and opening QB in a different browser (and hitting the F5 key in all of them). It is still saying the same thing.
I was able to make the journal entries today that I needed to. I still have that 1-hour intro call to do, so I will use that time to ask why this is happening. But everything looks ok for now.

I see you've been through a lot already in trying to correct this unusual behavior in QuickBooks Online (QBO), Snowax.
I've checked our records and there's no reported case about this one. We can perform the recommended solutions provided by GlinetteC.
Also, the calculation of usage limits for the Chart of Accounts will include active and inactive accounts. You can run the Account List report to check the number of accounts you currently have. Here's how:
If you exceed a usage restriction, you will still be able to conduct business as usual. You will, however, be unable to add a new entity in that region. If a person has 251 accounts in their Chart of Accounts, they will be unable to add a new account because the limit is 250.
To get to 249 accounts, they would need to remove two accounts before adding a new one. Some have viewed this as a chance to clean up the books and delete items that are no longer in use. If you haven't reached the limit, I recommend contacting our Customer Care team. They'll be able to access your account in a safe environment and look into what's causing this problem. Here's how it's done:

I am having the same problem and the above is a horrible message that doesn't even address the question that was asked. This has been very common since we migrated to QBO last week.
Does anyone have an actual answer to the question?
I would recommend running the Condense Data utility in QB Desktop and only converting part of your data to QB Online (e.g. only the current fiscal year). By condensing your data, you may reduce the number of your active List. You will access your historical data in QB Desktop. If your QB Desktop subscription license has expired, you can use the trial version to access your historical data for good if needed.
The number on my active list is zero when there are actually about 200.
I don't need to condense them.

Please know that once you're nearing or exceeding the number limits of the Chart of Accounts list, QuickBooks will typically appear a message on the screen stating the same error mentioned above. This is to ensure that you'll be notified of this information and can take appropriate action, such as upgrading your plan, optimizing your Chart of Accounts, or cleaning up unnecessary accounts. Since there are about 200 active accounts on your end but the number on your active list is zero, I recommend following the troubleshooting suggested by GlinetteC. This is to rule out the possibility of a webpage issue, and private browsing doesn't store local files or cache.
If the issue persists, I suggest contacting our QuickBooks Support Team as they have the tools to pull up your account. They can investigate why you received such a usage limit error message and resolve it as soon as possible.

Unfortunately, this is yet another reply that does not address the issue.
Also, not sure who said to tell people it might be a browser issue, because that isn't even possible in this case.
The QB support team also says the same thing and wonder if ya'll have even used QB ever before.
I have the same experience. My assumption is that the counting of accounts begins as transactions start being entered in QBO. That is, when an account is imported with only historical transactions, it doesn't "count" yet since it's not "active" yet in QBO. As time goes on as transactions mount, the number of accounts (or classes, or tags, etc.) you are "using" will increase. I haven't actually examined this for myself but it would seem to make sense.
I'll be interested to see if my assumption is correct (that you're not "using" any accounts until you start actually using it in QBO with new transactions). If that's the case, I'll be dumbfounded that the answer wasn't posted immediately by an employee or that it isn't part of an FAQ.

@ChristieAnn Please read down to see that the confusion can be EASILY remedied if you only take a moment to actually understand the question. NEW users of QBO are confused because they see they are using 0 accounts when they start but they know they have however many accounts they have imported. The answer--which you should EASILY be able to tell them--is that QBO only "counts" as active accounts with NEW transactions that have been entered SINCE the move to QBO.
This is obviously not a browser issue or an error or anything else. It's simple terminology that is not explained well for new users.
@Patty49 I went and looked at my usage now, and it says I'm using 4 of my 250. I know I'm "using" more than that so I investigated. It turns out the only ones that "count" are new ones you CREATE in QBO. It only sort of says that in the help text next to Chart of Accounts under Usage Limits. Click on on the tiny question mark and you'll see in there "Note: Each account you create will count toward your usage totals."
I can't BELIEVE this information is so hard to find and what's more, that the actual STAFF here is incapable of answering this simple, simple question. Roll my eyes right out of my head.
@ChristieAnn Can you confirm that only NEW accounts created in QBO count toward usage limits? As it says in the help text, "Note: Each account you create will count toward your usage totals." Does that mean accounts (and classes, etc.) that have been imported DO NOT COUNT toward usage totals???

You're correct that the imported accounts from the conversion don't count against the usage limits, so you won't be forced to upgrade. The error message also appears after the migration process.

Thanks @Kevin_C It would be a simple matter to clarify in those helpful documents that only NEW accounts (classes, tags, etc.) count towards the usage limits. Those of us who are migrating from QB Desktop assume--not unreasonably--that all of the accounts/classes we import and have been actively using day to day will be considered "active" accounts. It would be a very simple matter to add language that makes the distinction clear. And even simpler to answer the question clearly when it comes up in the community. "Imported accounts or classes from your conversion from QuickBooks Desktop don't count against usage limits for QuickBooks Online." See how easy that is?
And oh, by the way, I dithered for weeks about migrating because of this precise question. I finally made scores of historical classes inactive because I thought they would count against my usage limits before migrating. I had asked the question more than once of the sales team and was always told I had to do that. If I had known I *didn't* have to do that I would have migrated earlier.

This is the frustrating part of QBO.
That was a customer Alex_NJ that helped, after he did much research on the issue.
The thread here shows that.
Customer service was completely unhelpful and that is a common problem.
Can you tell Camila at the Help Chat about this. I just spent close to an hour in a chat with her trying to figure it out. She doesn't have a clue. I finally figured it out myself. The 4 accounts it says I have in Chart of Accounts are the 4 accounts I have added since we switched from Desktop to Online. Most of the time it is like pulling teeth to try to get a correct answer from the Help Chat. Most of the ones I have Chatted with need a lot more training.
