When I go to the Sales Tax page it just says "this agency is partially setup." It does not provide anyway to edit an agency.

Let’s perform some troubleshooting steps to get around this. I recommend accessing your QuickBooks Online (QBO) account on a private window or incognito window.
There are times that stored cache causes unusual behavior to the browser that hinders the performance of your QBO account. Using a private window or incognito help us identify if this is a browser error.

Once in a private window, you can follow these steps in editing your tax agency:
If you’re able to do edit your agency, go back to your regular web browser and clear its cache to refresh it.
If the issue persists, try using other supported browsers so we can check if this is a browser-related issue.

This does not work, I still get the same message in an incognito browser. It does not have a menu within sales tax so there are no related tasks. It is just a gray screen with the message.

A specialist can pull up you're account, securely, and create a case or ticket associated with your account to be submitted to our engineers for further investigation about this unexpected error.
