Let's access your QuickBooks Online (QBO) account on a private or incognito window and run the Budget Overview Report from there. This way, we can check if this issue is due to the stored date from the browser.
In the long run, data piled up causes unusual behavior to the browser that can affect the views and performance of your QBO. To start with, you can use these keyboard shortcuts in opening a private window:
If you're able to view the report without issues, then we'll need to clear your regular browser's cache to prevent this unusual behavior. This will also help your browser to function efficiently.

Thanks. However, I did all of what you suggested but I think it is not a browser problem. It is still there, making the report incorrect. Please help.

I've made an account inactive, but it keeps showing up in the budget overview report. How can I delete it?

To delete an account in QuickBooks Online is to make it inactive. Since you've already done that, then you can follow my colleague's @Catherine_B post about how you can Customize the Budget Overview Report to hide the inactive accounts.
