It’s nice to see you in the Community. I'm here to provide some clarification about QuickBooks Desktop users.
Yes, the Company Admin is considered one of the seven users in your subscription. You can create as many as you want, but only seven of them can use QuickBooks at the same time.
If you decide to add additional user licenses, you can do so right in QuickBooks. Here’s how:

I've got some options for you, YHF Steel.
The QuickBooks Desktop version is available in the US, Canada, and United Kingdom. But for some customers on other countries, we do have authorized international resellers and partners. When you visit their website, you'll see other available Desktop versions.
I'd also suggest switching to the Online version as it supports international countries. You can visit our website, set the country to Cambodia, and compare the three versions of QBO. Here's the link: https://quickbooks.intuit.com/global/pricing/.

I noticed you already have subscribed for QBES Platinum. How did you subscribe it? If you don't have any local QuickBooks reseller or partner, we could help you to purchase additional seat for your current subscription. Please keep in mind we are located in Indonesia.
Our account is a local government entity. The previous primary account individual was the treasurer for years and has retired from that position. We are trying desperately to change the primary contact from him to me. I have tried using the change administrator request form on line but have been asked for additional information. I have that information (his drivers license and letter requesting this change.) but the form I completed AGAIN does not have a spot to upload this additional information requested by Intuit. HELP!

I'll make sure that you can successfully change the QuickBooks Desktop's primary contact to your name and share details of why you're asked for additional document information.
We collect additional data because we want to validate your information and other supporting documents to transfer the full access rights from the primary contact to the new one. To verify, have you tried to submit the papers/records and information using the form in this article?
Request to be the primary admin or contact
If so, you should be able to upload the additional details that we requested. Since this is not the case, I recommend contacting our QuickBooks Desktop Support team to get help with uploading the information that we require.

I do not have enough time in my life to wait and complete the process again for probably the 7th time. If you have a way for me to upload:
1. My drivers license
2. Resolution from the township government affirming their approval that I replace the previous admin.
3. The previous primary contact/admin's driver's license
4. The previous primary contact/admin's letter requesting this change.
The problem is the format QB uses to upload #1 and 2 does not allow a place for #3 and 4 even though it was requested. HELP!
