Hello,
Trying to add an account in the COA and make it a subaccount to another. I haven't run into the problem before and the solution presented doesn't seem to help.
I am being given an error "to change the level of this account, you must delete the association in 1099 Preferences". I went there and I went to the wizard, made the necessary changes and saved, yet still unable to create a subaccount.
What am I doing wrong?

I have reviewed the steps provided by my colleague JenoP, it worked. I suggest contacting our Phone Customer Care to check your accounts and preferences or perform a screen sharing to verify if this need further investigation on why you're not able to create a sub-account in the Charts of Account.

I have some steps to recommend that can resolved issues when making changes to 1099 accounts. Here's how:
Once done, go back your Chart of Accounts and check if you can already create a sub-account.
Keep me posted or add a reply below if you need more help with your expense accounts.
I tried it again and followed your steps exactly and still no luck.....
Tried it again, no success. Exited, came back in, still no good. :(

I am having this same issue and even after following the instructions here, I still get the same warning message. I am trying to re-organize mainly all income/cogs and expense accounts. Is it possible that if I have used some of these accounts for 1099's in the past and that is why it is preventing me? The only thing I have not tried is removing the check box from all 1099 vendors where it asks if they are 1099 eligible. I have several in that list so I'm hoping I could avoid doing that. I have also tried to turn 1099s completely off in preferences - even after "omitting" all accounts from 1099s. And I have also gone through all 1099 eligible vendors and removed any pre-filled accounts from their account settings. I'm on QB Enterprise v20.

You'll want to switch to a single-user mode so you can omit the accounts.
Here's how:
Once done, go back to your Chart of Accounts so you can re-organize all your income and expense accounts.
Also, if you've used some of these accounts before or if you want to remove the checkbox from your 1099 vendors, this doesn't affect your accounts.

It continues to give me the error message even though I have changed to Omit these payments...
I really don't understand the point of not letting the user move the account when it's associated with a 1099. So what???? You are forced to remove it and then put it back on. SO STUPID!

Let me share some options on how you can fix this problem.
First, you can try running the Verify and Rebuild tool. This helps detect any issues in your company file and corrects them.
Beforehand, create a backup copy of your QuickBooks company file: Create Back up Copy.
To verify data:
If the tool detects an issue, rebuild the file by following these steps:
1. From the File menu, choose Utilities and select Rebuild Data.
2. Click OK in the QuickBooks Information window and wait for the tool to repair your file.
3. Hit OK once done.
Also, you can update QuickBooks Desktop to the latest release so it will have the up-to-date fixes: How to update QuickBooks Desktop to the latest release.

I had this problem too and after 3 days trying to figure it out, here is the solution that worked for me:
Open your CHART OF ACCOUNTS; right click & choose the option to customize columns in the COA.
Add "1099 Account" to your display & you can see which accounts are associated with it.
Go to VENDORS at the top toolbar, then down to PRINT/FILE 1099's, then to 1099 WIZARD .
Go all the way through the wizard, (even with nothing to file for 1099's), until it is completed / finished.
Go back and look at the 1099 boxes next to the COA - mine all went away.
Now I can arrange / change as I need to.

This only worked when I went through ALL the steps in the 1099 wizard - as you kindly suggested.
I am having the same problem. 1099 associations were done by someone else and I just want to change/delete the association. I have gone to Company Preferences and 1099 but don't see any option for changing prior associations.

What can be done if when trying to unmap the account, it will not allow the drop down window to open in order select "Omit"?

This could be a browser-related issue. The stored cache can affect the performance of QuickBooks which can cause unexpected behavior. I'd suggest accessing your account via a private window.
Here are the keyboard shortcuts:
Once signed in, unmap the account. If you're able to do so, let's clear the browser's cache. This improves the functionality of the program.

Click on "Edit" in the top left-hand corner of the QuickBooks window.
Click on "Preferences".
Scroll down and click on "Tax: 1099".
Click on the "Company Preferences" tab.
Click on the blue font that says "you can do it here" in the second option that says "If you want to map you accounts to boxes on Form 1099-NEC,"
Click "Yes".
Look for the account number/name you are trying to unmap. Once you locate it, change the selection in the third column to the right of the account number/name to "Omit these payments from 1099".
Click on "Save & Close".
You're done. You should now be able to make the change.
