The information is correct, @david-poirier-st. A QuickBooks Online (QBO) user must have an admin role to be able to scan receipts through the mobile app. Let me share further details about this.
We constantly upgrade the features in QBO to provide our customers the best experience and convenience using the system. While there isn't an estimated time or date as to when other user roles (aside from admin) to scan receipts be deployed, I'd recommend visiting The QuickBooks Blog page. Consider having an additional app to let non-Admin users are able to scan the receipts.

I also have encountered this issue, however, my experience was a bit confusing. I set up a user as a "Standard User" in QB online. The remote user used the mobile app to scan several receipts for a few days, then they encountered "Unsupported user role" type of error and could no longer scan receipts. Based on content in this thread, I changed the role to Admin for the user. We need to have a Standard User be able to submit receipts without the risk of them editing other critical information on the company. Why is this not possible? I am exploring alternative mobile solutions now.
