I'll be glad to show you the steps. You can transfer or change the QuickBooks Admin from the settings by changing the user's role. Then, remove or delete the previous admin if it's no longer connected with your account.
Here's how:
After making the change, sign out of QBO. The new admin will get the invitation email. Just ask them to click on the link to accept the invitation. The old admin will also get a notification once you remove or delete it. For more information, check out these links:

Allow me to provide additional information about changing the master admin user in QuickBooks Online (QBO).
The previous master admin won't be able to get a notification for any changes made to the company after changing the Master Admin user. However, if the person who has the master admin account is no longer available, you'll have to send us a request. This way, someone from our support team will contact the previous master admin.

Sorry - My question is will the current Master Admin get notification that we are making a change to whom the Master Admin is when the request is made to change this person or when the change is actually made?

In QuickBooks Online (QBO), changing the Master Admin role needs the approval of the current Master Admin. Thus, the current Admin will be notified of the request.
