That error can be caused by the piled-up cache in your regular browser. There are times that the browser you're using has information stored that's stopping or causing this error.
I've got some steps to help fix this issue. First, you'll have to sign in to your QuickBooks Self-Employed (QBSE) account using a private browser. This helps isolate the issue since it doesn’t store data in the cache. Here are the following keyboard shortcuts:

You can also try to log in to your your account using other supported browsers (Firefox, Google Chrome, Safari, Microsoft Edge) if the steps above didn’t work.

I tried using different browsers, safari, google and edge, I also cleared my cash and tried a private browser, same problem, keeps spinning and spinning. I can log in with my iPhone just fine but need to use the import feature to upload some .csv files

There are a couple of things that affects the QuickBooks performance. Consider the following:
Computer or browser did not meet the system requirements for QBSE.
QuickBooks Self-Employed currently is working fine and there aren't any reports sent to our developers. Visit this link to be updated if there are any outages in the program: https://status.quickbooks.intuit.com/
Since you already tried all the recommended troubleshooting steps to resolve performance issues in QBO, I highly recommend contacting our Support Team. This way this concern is reported to our engineers for a fix.

Not only did I try and clear the cashe but I tried it on a different system, a pc instead of a MAC and I still have the problem. I need help further up the chain.
