I did have a chat a few weeks back and was told I qualified for discount of $7 per transaction but am not seeing this. I was charged this week for 11 transactions at $10 per.
Went onto chat again today and got no help with this.
The service has been absolutely terrible and still not getting any answers to my complaints about this new forced upon me method for the ach transactions.
Been an Intuit customer for about 25 years. Very disappointing.

This isn't the type of service we want you to experience, and I'd like to make it up with you.
Since you're qualified for the discount but were still charge a transaction fee, I highly encourage reaching out to our QuickBooks Payments Team again. I understand that you've already contacted them before, but they're the best support group that can handle your escalated case. If you have it, you can provide your case number to the specialist who answers your call. This way, they can easily review your previous interaction and verify if the charge is valid or not.

I appreciate your reply. I have chatted with them 2x now and still I am not seeing the discounted fees I was told I would be getting. Already this week I have been charged at the higher fees. I asked would I be getting a credit for the overcharges once the lower fees are put into place and could not get an answer.
The larger problem is that I am not happy with these new fees being forced upon me. I always declined the faster turnaround because we don't have the cash flow issue. Now, overnight I am going to have an expense of hundreds of dollars more. I was told at the beginning of my complaint that they are aware some customers not happy and was told a "work-around" was being looked into. I get that for some businesses this is vital regarding 1-2 day payments but not necessary for me and I feel I should have the option.
This is Intuit trying to capitalize on the Pandemic and make more money and I don't appreciate that.
I will be looking into other vendors and options. In the meantime I need the discount to apply and want to see credit for what I have been overcharged on.

Apparently they're trying to interpret their requirement of processing an "average of $7,500 per month through QuickBooks Payments in the last three months" (referenced by a QB rep on this thread) as actually meaning "at least $7,500 each month for 3 consecutive months." It's all so scammy. There has to be some law about raising a fee from 50 cents to $10 without warning, and false advertising regarding rate reductions?
They are just the last one to follow the market. I noticed no accounting app offers ACH payment for free any longer. If you are running a B2C operation, you should explore what your bank can offer. Wise offers ACH payment for free (2-3 days) and wire payment for $7,5 per transaction (< 12 hours).

Otherwise, consider a payment processor to integrate with your QBO. One app offers $0.65 + 0.2% to integrate with your QBO invoice.
Spoke with 2 chat agents over past 2 weeks who said I do qualify for the lower fee from $10 down to $7 max per transaction. We invoice for large amounts so would always be looking to the max amount and not the 1% as this would be more.
Just yesterday spoke again with person on phone who said, they know of nothing regarding any work-around or concessions to be made regarding this whole change. She said basically expect to pay these fees through the summer. I am still not getting the lower rate with invoices from yesterday and called again today to speak with someone else who said regarding my discounted fee that it is in the que and has been escalated but again no timeframe and that for now these changes are in effect. Truly no answers from them. Terrible!!
