I added a standard user with access to vendors. The user verified their email address and shows up as an Active user under User listing.
I have: Upload from Computer, Upload from Google Drive.
Am I missing something?

Giving a user access to upload receipts in QuickBooks Online is currently unavailable. As a workaround, you can look for a third-party application that allows them to upload forward receipts.

@JoesemM - Thank you! But, I am not trying to give them access to upload receipts. I am trying to create the @qbodocs.com email address for them to forward receipts to. This option is not found under the Receipts tab for me.

I understand that you need to set up a customized email for the receipt forwarding feature. Let me help you.
We need to make sure that you have primary admin access. You won't be able to set it up if you don't have the said role's permission. You'll want to ask the primary admin of the account instead to set it up on your behalf.
Also, one of the possible reasons for this behavior is a browser error. You'll want to use an incognito window and activate the receipt forwarding feature from there. These are some of the keyboard shortcuts:
In addition, you'll want to clear the cache and make sure the browser is up-to-date to fix issues when using QuickBooks Online. You can check these articles. These will help you how to set it up and another way to upload the receipts:

I went under Manage Users, I am the Primary Admin.
Chrome is up to date, I tried Incognito and I have cleared my cache.

Did you get the same thing when trying to manage receipts on a different browser? Other browsers such as Mozilla Firefox, Safari, or Microsoft Edge can also help you isolate the issue.

i have the same issue. i don't have the option to activate receipts forwarding. I'm primary admin and i tried with all browsers on Mac and Windows.

Since the steps above didn't work, I'd recommend reaching out to our QuickBooks Support to have this investigated. Unlike in this public forum, they have the tools required to perform any escalations in the system whenever necessary on your behalf.
