However, when I try to link it throws an error before even asking for login credentials.
The help message tells me to download a QBO file from USAA, but they do not offer that type of download, only CSV.
I see this has been answered a dozen times and no real answer has been found.
Please help.

You've come to the right place for assistance. I'm here to provide some info about the error you're seeing in QuickBooks Desktop.
The 99999 error typically means transactions aren't actively updating. The good news is the error usually resolves itself within 48 hours. According to the fix bank connection errors in QuickBooks article, if it hasn't resolved in 48 hours please reach out to the QuickBooks Desktop Support Team.

This is an issue upon initial creation of the link. Also, this is the Desktop version, not online.
Many people are having this problem and everyone is posting the same copy and paste response.
That does not fix the problem.
Anyone else have any ideas? Or chime in if you are having a similar problem.

I see you've raised your concern in the Community regarding your bank issue. I'm happy to inform you that one of our colleagues has recently provided an effective solution to this issue. To ensure you can access this resolution right away, I will direct you to their suggestion: Reclassify Transactions tool in QBDT.
