I followed your instructions to delete a duplicate transaction imported from my bank, but once I update my banking transactions the transaction I just deleted keeps on appearing.

Once transactions are deleted, they should no longer appear on your banking page. There are times that your browser is full of frequently-accessed page resources, causing QuickBooks Online (QBO) to act strange.
We can do the basic troubleshooting steps to fix this. Access your QBO account using a private browser and try deleting duplicate transactions from there.
You can refer to these shortcut keys:
If it works, go back to your regular browser and clear the cache to speed up the loading process of the QBO website and for the system to start fresh. Otherwise, switch to another browser if the issue persists.

I've tried clearing the cache on both Microsdoft Edge and Google chrome but my problem is not solved.

Since the issue persists after following the steps shared by my colleagues above, I highly suggest contacting our Phone Support team. I'll help you get rid of the duplicate transactions.
It's could be that the accumulated cache in the browser is preventing QuickBooks from completely detecting the transactions. To isolate the issue, you can perform some basic troubleshooting steps.
You may start by accessing your QuickBooks account in a private or incognito window. This mode doesn't save web searches and cookies. Please refer to the shortcut keys I've listed below:
Once you're in, exclude and delete the duplicate transactions again. Then, try updating your bank account.
If it no longer downloads the same set of transactions, go back to your regular browser and then clear its cache to delete the accumulated junk files. Switching to other supported browsers can also help fix this issue.

I'm new to QB but I have a hunch that the users above have a rule established and every time they delete the transactions in question the transaction goes back to the list of items needed to be reviewed where it is automatically confirms the transaction sending it back to the register following the rule?
I discovered this because I accidently imported duplicate data and followed the above suggestions to delete the duplicate transactions. After I deleted the transactions they reappeared in the list of transactions needing review. From that point I was able to exclude the transactions (not sure if that is the correct thing to do but like I said I'm new to QB).
