Because TD Bank's IT staff doesn't understand the difference between Quicken, QuickBooks Desktop, and QuickBooks Online, and they totally screwed up this recent consolidation of the two online banking methods. And half the time when you ask the support staff they tell you to call QuickBooks. They're clueless!
they DID fix teh crash problem, however,bank feeds still don't work.
You can donwload transactions ONCE. After that, unless you clear ALL of hte transactions, the only option you have is to "view transactions" - there is no way to download any new transactions. That means tha the ONLY time bank feeds works is when ther are no transaction pending - in other words, NEVER.
Detail: in bank feeds, select your TD account, you will either see a "transaction list" button OR a "Download Transactions" button. The ONLY time the "download transactions" button show is when there are no transactions in the bank feed, so you can't download any new transactions. If you try to manually download them, you still get the "quickbooks can not identify the institution" error.

Good to see you in the Community. Allow me to help share some more insights about the error you're getting when downloading transactions to QuickBooks Desktop.
The error QuickBooks is unable to verify the Financial Institution information is generally caused by invalid data processed and given by your bank. It's possible that the downloaded file is saved in a format that's not compatible with QuickBooks.
I recommend reaching out to your bank to verify if there are any changes in your account settings when downloading transactions.
As a workaround, you can edit the QBO file in Notepad which will allow you to import it without error.

In their infinite wisdom, TD Bank eliminated the option of downloading to Desktop via Web Connect and replaced it with Direct Connect, which doesn't work now either. Whatever IT idiot did all of this doesn't know the difference between QuickBooks Online, QuickBooks Desktop, and Quicken, the latter two of which are shown TOGETHER on the same line as a download option.
TD Bank must have worked out the issues. I disabled the bank feeds for each bank account then went onto the TD Bank website and deleted the account access for QuickBooks. Then went back into QB and set up a new bank feed - received the connection error but went back to TD Bank website and allowed QB access to the accounts. Back into QB and clicked connect and it worked this time. I had done this numerous times before with no success so I figure that TD finally got their act together.
Thanks for all of the input and help - it's nice to know there are good people out there always willing to help.
TD Bank has changed the process so that you can only download transactions to the Desktop version via Direct Connect, i.e., from within QuickBooks. They eliminated the Web Connect option which is the method I prefer to use. The Web Connect options that now show are "Quicken/QuickBooks," which is just Quicken NOT QuickBooks, and "QuickBooks Online," which is NOT the Desktop version. Obviously, whoever did this at TD Bank didn't know the difference between the various QuickBooks and Quicken products.
TD Bank still does not support the Web Connect option for the Desktop version of QuickBooks. The line they show for Web Connect is Quicken / QuickBooks QBO which are obviously two entirely different programs, and whatever is in there cannot be imported into QuickBooks. The only other option they give you for the Desktop version is Direct Connect which works from within QuickBooks and in my opinion, is a pain. I've now written to them twice. The first person that called me had no idea what I was talking about (like whoever set up the online banking at TD Bank), and only offered to walk my client through their online banking setup a second time, as it failed the second time I tried to log in. Maybe if enough people write to them they'll address the real issue, getting Web Connect working again.

td bank e-treasury is different than td bank online banking

Yes, this is how you download and import a QuickBooks file via Web Connect. The issue is, TD Bank eliminated this option. It shows a "Quicken / QuickBooks QBO" option, but it's actually just Quicken. Someone at TD Bank didn't know what they were doing when they recently reconfigured their Online Banking process. The only way to import a QuickBooks desktop file at TD Bank now is via Direct Connect, which I don't like and doesn't work for my purposes.
Has this issue been resolved? I have TDBank and want to open a QB account but I don't want any issues going in! Thanks!

This is NOT the issue. The issue is, TD Bank no longer allows you to create a “Web Connect” file. They show “QBO” as an option, but it’s actually Quicken. The only other option you have is Direct Connect, which doesn’t work for my purposes. I’ve tried to explain this to the department that oversees this at TD Bank, but they don’t “get it,” and apparently don’t care.

Yes, we can only import a WebConnect file (QBO) to QuickBooks Desktop. To utilize TD Bank's Quicken file (QFX), we can convert it to QBO file format.
There are many online converters that you can choose from. When searching for it, you can use ".QFX to .QBO" as your keyword.
After converting the file, you can try importing it to QuickBooks Desktop again.

In order to link to existing TD account in COA, you need to deactivate the bank feeds. Other wise you get forced into making a new TD bank account.

What works? I deactivated my bank account through QB due to upgrading and not being able to pull in my bank transactions. Now, I cannot even create a bank feed in QB for TD bank.
Please help. I've researched everything and TD Bank tech support sucks!
What worked? I had to delete my bank account in QB due to an upgrade. Now when trying to create a new bank feed with TD Bank it will not allow me. I can only connect directly. Has there been an update with the Web Connect? Speaking with TD Bank tech support, they are useless.

Currently, you can only import TD bank files via Direct Connect. Looking at the thread, it seems like @JamesDuanT and @Seapa100's workaround works.
