Allow me to share some insights about this 1099 concern.
When someone sends you a 1099 form within QuickBooks Online, the system will direct you to a self-employed account under your email. If you don't have a limited QuickBooks Self-Employed account, you will need to have your partner send an invitation to create one.
You can give them this article so they can send you the invitation to enter your W-9 information and view the 1099 form: Invite a contractor to add their own tax info
If they already sent the invitation before but you weren't able to enter W-9 info, they can resend the invite to your contractor. Here are the steps they need to do in their QBO account:
Once you receive the invitation, you should be able to create a free QBSE account to view 1099 forms.
It's your employer or client's responsibility to give you your 1099-MISC. If you don't want to create a QuickBooks Self-Employed account, reach out to them to get a copy.

This didn't really answer my issue. It's confusing why, as a Quickbooks subscriber (no matter the plan), isn't able to view a 1099 sent to me. I ended up contacting the partner and they emailed and mailed my 1099 to me directly. Kind of bizarre how confusing Quickbooks has made this whole process.

We currently have an ongoing issue wherein contractors are unable to view the 1099 form that was sent to them. Our engineers are now working to identify the root cause of this issue so they can apply a fix.
For now, the action that you've taken is the best workaround that we can offer, while the problem is till under investigation.
