It's possible that your Electronic Federal Tax Payment System (EFTPS) enrollment hasn't yet been verified. That's why you received an error when paying your payroll taxes through EFTPS.
To ensure you can process e-payments in QuickBooks, you'll want to wait for the test transaction to verify your account. This can take 24-48 hours to be approved. Then, you'll receive an email as soon as your payroll account is active for E-File & E-Pay.
However, if your payroll account is already active for E-Pay, I suggest reaching out to our QuickBooks Payroll Team. This way, they can review your account in a secure environment and provide some troubleshooting steps to get this resolved.
