I'm trying to meet this payroll account update mandate due July 31 and I keep getting a message that I need to get permission from the Primary Admin who happens to be me. I have worked with 2 techs and am getting nowhere. HELP!!!!! I have QB Premier for Nonprofits. I'm the only user. I'm the Primary Contact, the Payroll Administrator. The only role that I don't fit is the Principal/Owner who doesn't use the system. Is there no other way to submit this information??

Since you're the Primary Admin and the only user in your QuickBooks Desktop (QBDT), it is possible that the file read incorrectly. This may be the reason why you're getting this error message.
If that's the case, here's how to fix it:
Once done, update your QBDT to its latest release version. You can refer to this article for the detailed steps on how: Update QuickBooks Desktop to the latest release.
After that, try to update your payroll tax table again to double-check.

Thank you for offering a solution, but I went back to see if I could chat with another tech and he was able to solve the problem. Even though I was logged in as Admin, I noticed that in the Company Identification window it said "Admin is signed out". The tech person investigated this and had me "Reset Inuit ID Settings". I wish I had documented all the steps, but basically, after that everything fell into place and I was able update the payroll account information. When I returned to Company ID the Admin email field was filled with my email.
