You can still manually file Form 941 for the first quarter by printing it. All you have to do is to select a custom date period in the File Form section, then print it. Let me show you how:
Once done, you can now manually submit the form to the IRS.
Additionally, you can enroll in e-services so you can pay or file your federal and state payroll taxes online. Please take note that you only use this service for filing or paying taxes for the current period.

Thanks for joining the thread. Let me add more details about your e-filing concern in QuickBooks Desktop (QBDT).
Since tax agencies have a filing date, the program is directly dependent on the regulations stated by them. Thus, the option to file or pay taxes in the past using e-services is unavailable in QuickBooks.
At the moment, you can print your tax forms inside QuickBooks and manually submit your due taxes to the IRS. All you have to do is to follow the steps that I've outlined above.

I forgot to file for Q2 2021. I did go back and try to print that quarter for manual filing. But, when I print it all over the form it says do not file-irs will not accept- not calied for q1 or q2.
How do I fix that?

Since your 941 form for Q2 is saying you shouldn't file it, I'd recommend downloading the latest tax table to make sure you're up-to-date.

I forgot to file the 1st qtr form and created it but mine too has do not file irs will not accept all over it. I did the payroll update and went back to try to create the form but nothing comes up to be able to select a form to create. When I click on the form I had already created it still has the messages all over it. What can I do to create a form that I can manually submit.

Just read your answers. My problem is 1st QRT 2022 941 report. I believe I filed it but didn't file papers correctly and cannot find. Thought I could access through Filing History, but only goes back to 9/30/22. Had a major crash in Oct. and restored to August last backup. Is this why can't I access older reports? Any way?

Unable to file papers correctly can be one of the reasons why you can't access your older reports in QuickBooks Desktop (QBDT). It is also possible that you have restored the backup file instead of the one used to submit the 1st Quarter.
To sort this out, I recommend filing a new form for the 1st Quarter. Make sure to double-check data and reports before doing so.
Since you can no longer file it through QuickBooks, I suggest you print the necessary data in QBDT and send it directly to the Internal Revenue Service (IRS).
You can follow the steps given by my colleague @SarahannC in filing the form. Also, make sure that you have entered the correct Quarter Ending Date in the File Form section.
