The Q2 2020 form 941 is currently included as one of the blocked forms, richard88.

Not realizing that the form 941 would print with the DO NOT FILE watermark, I ran the report and saved it. Now when I go to File Forms, there are no forms available to be created. How do I recreate the 941 form without the watermark?

Right now, Form 941 is not yet available in QuickBooks Online (QBO). We are still in the process of preparing the forms, and we assure you that it will be available soon.
Once the updates are available, the watermark shown on Form 941 will be removed. Also, QuickBooks automatically sync the latest form to your account.

Under Taxes->Payroll Tax, I do not see 'Forms' anymore. I can see 'Past filings' and 'Filing resources'. But not able to find where I can report quarterly wages(941) as I don't see 'Forms'. Am I missing something here ? I used to easily see earlier

You can access Federal Form 941 under Quarterly Forms in your Payroll Tax Center. Check the screenshot below:
If you don't these buttons, then I suggest clearing your browser's cache. There are times that the browser you're using has information stored that's stopping or causing this error.
But first, try using a private browser or an incognito window when trying to access your Quarterly Forms. If you can now access it, then you can clear the cache in the one that you're currently using if it works.

I'd like to thank you for adding a screenshot. When I checked it, it seems that you are opt-in to automatic tax payments and form filings. That means Intuit will automatically pay and file your federal and state payroll taxes (including year-end filings).
You can click on the Archived forms and filings link to see the completed tax forms. If you don't want this option, you can turn it off by following these steps:
