I'm happy to share the steps on how to disable the Social Security and Medicare tax for your employees' paycheck. Removing these deductions can be done by going to the number 4 section on the Pay window.

Angelyn. I appreciate the detailed breakdown. I'd like to draw attention to my part of the question that states there is no "Pay" option when I edit an employee. There is no "Employee Details", "Paycheck List", or the pretty icon representing the employee at the top of the page. I only get the attached screen when I follow the previous instructions and select a particular employee.

Let's view your account using a private browser and update your employee tax information. This way, we can isolate this unexpected behavior for a browser-related.
You can use either of the following shortcut keys:
If you’re able to able to access your account and update the withholding status of your employees, you'd want to clear the cache of your regular browsers. You can also try using a different browser.
Lastly, to check any issues with your browser’s health and its compatibility with QuickBooks, you can use the Browser Health Checkup Tool.

I appreciate your quick responses! And I also appreciate this "Community" system. Please humor me and allow me to point out that I am a 25 year software architect specializing in web applications. The issue isn't that those sections are hidden due to a browser incompatibility.
The feature that appears when I select an Employee is completely different from the feature that appears for you. Dev Console is clear (F12 for Chrome). It is working as expected for whatever version, subscription, or latest change Quickbooks has published for my type of account. There is no issue on my side.
I simply need to know, in QBO Payroll, how to disable those withholdings. And, given my extra information: The feature being provided to me does not have the options every other answer says to look for. It isn't due to a bug. I simply don't have those options.
Still yet, in addition to my typical Chrome, I also used Chrome Incognito mode, as well as Internet Explorer. The site is completely broken in some places with IE, and the feature being served to me is still the same in Chrome Incognito.
The answer to this question requires knowledge of the different versions of QBO, Feature Gating, Authorization, and other changes to the application that occur based on the hundreds of configurations and subscription details for each user. It would be something like this:
"Given that you run a C-Corp, you must click on this OTHER menu, jump through hoops, and spin around in your chair three times."
Or something like this:
"Given that you have the basic Payroll subscription, you have to upgrade to the Nickle'n'Dime version, which is $1,000,000 per month in order to be able to alter withholdings."

Since the options didn't show in your QuickBooks Online (QBO) account, I recommend contacting our Customer Care Team. This way, they'll be able to securely pull up your account and further check the main cause of this issue.

@it7were you able to get this sorted out? I'm also an engineer, found the same post you found, and am seeing the same screen/form when I edit the employee. Odd that the "edit employee details" page is so much different than support thinks it should be. There seem to be a number of posts that reference an entirely different edit screen than what is actually provided.
