I can no longer process payroll because my payroll usage data won't send to QB, and my payroll usage data won't send because I have not updated my Payroll Account Info. When I try to update my Payroll Account data, it says the window of time to update this is past and I get error message 40003.
I just spent 2 hours with a QB phone rep trying to resolve this only for her to tell me to delete 5 weeks worth of payroll checks from QB, which I refused to do. She said the problem could not be fixed without deleting all unsent paychecks (5 weeks worth) and recreating them from scratch.
I am asking for any expert to help me solve this issue before I end my 20 year relationship with QB Desktop once and for all!

Unfortunately this did not resolve my issue and I still am unable to send usage data. The QB desktop response says I am unable because my enhanced payroll account is suspended which is because my Payroll Account Info has not been updated. However, If I try to update that information, I get error 40005. It seems like a vicious circle.

You need to have an active subscription to send usage data to QuickBooks Desktop. I understand you're attempting to make changes to your payroll account information and getting an error. This isn't what we want you to go through since the best way to update your payroll service is directly in your QDBT company file.

None of the possibilities you mentioned appear to be the issue. Date, time, network, etc are all fine. Payroll subscription shows active and validated in QB and in CAMPs. Payroll updates were done multiple times.
I am calling QB support again. first thing Monday to see what can be done.
I ran into the same issue and went round and round and the fix was actually really easy.
Click on Employees---> My Payroll Service--->Update Payroll Account Info

Hi, by any chance do you remember what the fix was for this issue? I'm getting the exact same error message. I've been on the phone with QB's since yesterday and they are still unable to fix this issue.
